The only measuring utensils I have are for baking.

usually just a regular cup from your kitchen should do for measuring it out

Well, I'm in front of the washing machine now, and the foam is coming up to my knees.

Some of it has leaked into the bathroom across from washing machine and dryer.

And it's slowly spilling down the hallway.

oh no as long as you make sure to wash it out properly before you use it again, it should be fine
or you could have a cup you use just for your laundry instead

i'm sure a little foam won't hurt them much
plants are pretty tough!! they have to be to grow where they do
if you keep them on your balcony then i'm sure they're tough enough to stand up against a little foam
or well a lot of foam
